Making ads can be as easy or difficult as you want it to be. you can create the ads on your own in Photoshop or some other editing service. Or you can get an app such as BookBrush - which is very easy and gives you more options than you'd imagine for just a simple app. (Examples below)

That being said - making an Ad alone won't get your book noticed. You have to use those ads. And that part... well, it sucks. It is true what they say, "You have to spend money to make money." And making, promoting, and using ads on Facebook and Amazon is a difficult path to navigate. But done correctly, it can result in a ton of exposure and sales.
